What are the two valves on a towel radiator for?

Usually, the two valves on a towel radiator are the lockshield valve and the manual or thermostatic valve. The lockshield valve controls how much hot water enters the radiator and monitors the towel radiator's interaction with the central heating system. Whereas, the thermostatic valve controls how much heat the radiator creates as well as how much water is sent back to the main heating system. 

How do you turn on a heated towel rail?

You can use the valves to control your heated towel radiator. Turn the manual or TRV valve clockwise to switch it off and anti-clockwise to switch it on.
